What is an EICR?

An Electrical Installation Condition Report (EICR) is an assessment of the safety of the existing electrical installation within a property. It identifies any damage, deterioration, defects, dangerous conditions and non-compliance with the current safety standards that might give rise to danger.

The report covers the 'fixed' electrical parts of a property, such as:

  • Wiring
  • Socket-outlets (plug sockets)
  • Light fittings
  • Consumer unit (fuse box)
  • Permanently connected equipment such as showers and extractors

Legal Requirements for Landlords

As of 1 June 2020, the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 require landlords to:

  • Ensure national standards for electrical safety are met (as per the 18th edition of the 'Wiring Regulations')
  • Have electrical installations inspected and tested by a qualified person at least every 5 years
  • Obtain a report (EICR) from the inspector
  • Supply a copy of this report to tenants within 28 days of inspection
  • Supply a copy to new tenants before they occupy the premises
  • Complete any remedial work required by the report within 28 days
  • Provide written confirmation of completed remedial work

These regulations apply to all private tenancies from 1 April 2021.

  • Code 2 (C2): Potentially dangerous. Urgent remedial action needed.
  • Further Investigation (FI): Further investigation required without delay.
  • Code 3 (C3): Improvement recommended. Not dangerous but improvement advised.

Frequently Asked Questions About EICR

For rental properties, landlords must have an EICR conducted at least every 5 years, or more frequently if the previous report recommends it. For homeowners, while not legally required, it's recommended to have an EICR every 10 years, or when buying or selling a property.
The time required depends on the size and complexity of the property. For an average 3-bedroom house, an EICR typically takes 3-4 hours to complete. Larger properties or those with complex electrical installations may take longer.
If your property receives C1 or C2 classifications, remedial work will be required to make the installation safe. Our team can complete all necessary remedial work quickly and efficiently. For rental properties, landlords must complete this work within 28 days or any shorter period specified in the report.

New build properties or properties with completely new electrical installations should have an Electrical Installation Certificate (EIC) instead of an EICR. This certificate is valid for 5 years, after which an EICR will be required.
Yes, exemptions include social housing, lodgers, those on a long lease of 7 years or more, student halls of residence, hostels and refuges, care homes, hospitals and hospices, and other accommodation relating to healthcare provisions. For specific advice about your property, please contact us.
No, the EICR only covers the fixed electrical installations in a property. For electrical appliances, you would need Portable Appliance Testing (PAT). We also offer PAT testing services for landlords who provide appliances in their rental properties.
